Public agencies do not fail at integration because they lack another API. They fail when every system speaks a private language, and the institution has no shared contract for how information moves.
Interoperability is the architecture of that contract. It includes data modeling, integration standards between institutional systems, and the decision of what remains internal versus what is exposed to another agency.
This is the work behind nationally scoped platforms: judicial systems talking to external organisms, social programs sharing household and beneficiary data, and citizen services that cannot be delivered from a single database.
The technical problem is real — APIs, middleware, heterogeneous systems. The architectural problem is prior: who owns the interface, what is guaranteed, and how the exchange remains auditable.
