Critical public services run on data that does not live in one place. Household registries, judicial case files, social program portfolios and citizen services each have their own systems — and still have to support decisions at national scale.
A data platform in this context is not a warehouse dropped beside the institution. It is data modeling (relational and NoSQL), ETL processes, and integration between agencies and heterogeneous systems.
The quality of the platform is the quality of those contracts: what can be joined, what must remain separate, and how the exchange stays traceable.
This is the through-line of work on social development programs, justice systems and internationally funded projects in Latin America. The architecture is the data, and the data is the service the institution can actually deliver.
