Interoperability between public agencies is not a connector problem. It is a problem of integration standards, data models and the boundaries between systems that were never designed to work together.

The work starts with how institutions already exchange information, then defines the contracts — APIs, data models and integration strategies — that make heterogeneous systems usable as a platform.

This is a recurring concern across judicial systems, social programs and nationally scoped public services: integration between internal systems and external agencies, with traceability and a clear ownership of the interface.

Architecture here is the agreement between organizations, expressed in software.
